Operation Encompass


Operation Encompass is being refreshed within Rochdale to ensure efficient sharing of information between Greater Manchester Police and local schools in a confidential manner.


The purpose of Operation Encompass is to safeguard and support children and young people who have witnessed and/or been present at the time of a domestic abuse incident. Across all areas of our Borough, domestic abuse is a significant issue and we know that children who experience domestic abuse are negatively impacted by this exposure. Operation Encompass aims to mitigate this harm by enabling immediate support, so that all interactions from when the child first arrives at school the day after notification of an incident, are of a positive nature.


Within each school, a Key Adult will be notified before 8.30am the next school day after Police have attended an incident of domestic abuse to which a child has been exposed. This enables school to be in an informed position to support the child in whichever way may be appropriate, supplementing the school’s existing safeguarding procedures.


The school has ensured that the Designated Safeguarding Lead (or their nominated representative) has attended an Encompass briefing session and understands the process for handling notifications from Police. The Schools Governor with safeguarding responsibility has been briefed by the school DSL in respect of Encompass.The school has ensured they have notified the LA who their Key Adult is and that school has set up a dedicated, secure email address to receive notifications.


The school has ensured that the following has been actioned:

  • Briefed all staff on Operation Encompass
  • Informed parents that school is part of Encompass
  • Added information on Encompass to the school website
